MCC News: NFIP Extension and Winter Storm Info
Prepare for the upcoming winter storm A large winter storm has brought wind and snow to a majority of the country, but is expected to bring rain, wind, and coastal flooding to the Northeast. Be aware that the storm could bring: -1-3 inches of rain -40 mph to 75 mph southerly wind gusts-Minor to moderate coastal flooding, depending on the direction the coast faces -Bitter cold in the days following the stormThe storm is expected to impact New England as soon as this afternoon, lasting until Saturday morning. The MCC urges you to prepare by doing simple things such as:-Having a preparedness kit -Elevating items from lower floors incase they flood-Brining in and strapping down outdoor items to prevent debris For more flood resources, visit our downloads page HERE NFIP expected to be extended to September 30th, 2023 Last week, Congress passed a one-week continuing resolution avoiding a government shutdown and a lapse of the National Flood Insurance Program (NFIP) until December 23rd. This allowed Congress to work on a funding bill by December 23rd that will extend government spending, and the NFIP, to September 30th 2023.As of today, there has been a slowdown in the progress of the bill, but there is optimism that a spending bill will pass by […]

Marshfield Multi-Hazard Mitigation Plan Update and CRS Outreach The Town of Marshfield will be hosting a public meeting that will feature the Community Rating System Committee for their annual fall outreach and Woods Hole Group on the Marshfield Multi-Hazard Mitigation Plan Update. Come share your ideas on how to keep your community, neighbors, and family safe from the various natural hazards that Marshfield experiences!The meeting will be in person on Wednesday, December 14th, from 7:00 to 9:00 pm at the Marshfield Council on Aging (230 Webster Street, Marshfield, MA). Resources For Coastal Storm Saturday
Prepare now for major coastal storm Saturday From Friday night to Saturday night, a major winter storm will impact the Northeast. You have probably heard that one is coming and perhaps some details. Regardless, at the MCC we are here to tell you how this may affect you and how to prepare: The Storm The Nor’easter will be the first blizzard the region has seen since 2018. This storm will also be a bombogenesis, also known as a bomb cyclone, which means as it passes by the storm rapidly intensifies. Some forecasts are calling for:-Up to 20+ inches of snow-Tides are mid-astronomical (higher than usual) and moderate coastal flooding is expected-Wind gusts possibly over 70 mph in coastal counties More will be available in days to come and may change as meteorologists learn more. The Impacts There will likely be impacts to communities in our region. In general, those impacts could be:-Damaging winds that could cause debris and loose items to become airborne-Areas prone to flooding will have a high likelihood of moderate flooding-The Saturday 8:00am and 9:00pm high tides are currently of most concern. -Waves will have time to build due to the winds and could be more impactful later in the day, especially in northeast facing communities and those with a large fetch.-This is anticipated to be a prolonged storm and the snow impacts will be significant […]

2.0 is Coming! Rates Available Now
Risk Rating 2.0 Rates Now Available- Full Implementation October 1st. As of September 1st, most insurance companies and the NFIP Direct are offering Risk Rating 2.0 insurance rates. This is for new business on or after October 1st, 2021. However, agents can now compare your flood insurance rate from what it currently is, to what it will be in Risk Rating 2.0. Based on the premium, the following scenarios are possible:-Existing policies renewing with effective dates between October 1, 2021 and March 31, 2022 can renew under the “legacy” rating plan or renew their policy under RR 2.0, whichever is more beneficial-All existing policies with renewal dates on or after April 1, 2022 will be renewed under RR 2.0. If your premium is not beneficial under Risk Rating 2.0, then you will increase each year to the new rate, from your existing rate (no steep premium increases) -All new business policies effective on or after October 1st 2021 must be issued under RR 2.0. Alert: Keeping an eye on Henri
Hurricane Henri impacts to be felt Sunday into Monday. Hurricane Henri is expected to threaten New England this weekend. The track of Henri is somewhat uncertain, however, the following is known:-Henri will come close to shore with at least 60mph winds and significant rain impacts.-Watches will be put in place today. -Dangerous storm surge and rip tides are expected on the Cape and south facing beaches.-There may be power outages and trees down, especially if the storm tracks closer to land.DO NOT WAIT TO PREPARE. Breaking: Risk Rating 2.0 Rate Release Delayed
Public release of Risk Rating 2.0 rates delayed- Implementation timeline remains the same. On July 30th, FEMA announced that the public release of the new flood insurance premium rates under Risk Rating 2.0 (Equity in Action) will be delayed to at least August 16th. Rates were originally going to be made available August 1st. This means that while the Write Your Own (WYO) insurance companies have access to the rates and are testing connections to the FEMA rating engine, insurance agents and others do not yet have rates available for quoting and binding insurance policies. This is a developing story, and rates may be further delayed. The MCC will update you as this develops. Stay tuned to your source of flood information for more. NOTE: While the release of rates is delayed, the implementation of Risk Rating 2.0, which begins October 1st 2021, is not delayed. Cape Cod Watershed Map Change Webinar

Breaking: FEMA Issues Risk Rating 2.0 – Impact and Timeline
Breaking updates on Risk Rating 2.0 On April 1st, the Federal Emergency Management Agency (FEMA) released its first official communication on the long-awaited overhaul of the National Flood Insurance Program (NFIP)’s rating system. The new pricing methodology, known as Risk Rating 2.0, uses new modeling and updated data to assess more accurately flood risk of individual properties nationwide. Phase 1 of the new program begins on October 1, 2021. In its announcement, FEMA shared a state-by-state breakdown of Risk Rating 2.0’s impact on flood insurance premiums The MCC has posted the Massachusetts data HERE. Data for other states can be found HERE. The Data According to FEMA, Massachusetts NFIP flood insurance policy holders can expect the following changes:–39% will see an immediate decrease in flood insurance premiums–49% will see, on average, $0-$10 per month increase–6%will see, on average, $10-$20 per month increase–6% will see, on average, greater than $20 per month increase The FEMA bulletin, found HERE, outlines the coming timeline for changes as follows: –April-September 2021: FEMA collaborates with and continues to periodically share draft guidance documents with NFIP insurers regarding RR 2.0 program changes. –August 1, 2021: NFIP insurers may begin quoting for policies with effective dates on or after October 1, 2021. –September 1, 2021:FEMA releases final guidance documents for […]

Update: Isaias Impact on New England
Storm To Arrive Tomorrow Hurricane Isaias will arrive in New England between Tuesday afternoon and Wednesday morning. Currently, most of our area is in a Tropical Storm Warning, and will affect most areas for 6-12 hours. According to NOAA, New England should be prepared for:-Wind gusts of 40 to 60 mph across parts of the region (not everyone will experience these wind speeds). -Minor damage such as downed trees and power lines could result.-Rainfall of 2 to 4 inches in Western Mass. resulting in minor poor drainage flooding, with lesser amounts in eastern Massachusetts, where totals may be less than 1 inch.-Possible minor coastal flooding along the south coast Tuesday evening. This situation is evolving and could still change. To prepare, the MCC has a hurricane resource page found here for our members. Remember, Hurricane Season runs to November 30th, and it is likely there are more events we will need to prepare for in 2020. Also, see the hurricane storm tracker here.

Keeping an Eye on Isaias
Watching Isaias In the last 24 hours, NOAA has the projected track of Hurricane Isaias to have the eye of the storm track over southern Massachusetts sometime between Tuesday night and Wednesday. Right now, the storm is projected to be a tropical storm at that time, with sustained winds around 65mph with gusts around 75mph. The path and severity of the storm is subject to change and is evolving. This is a good reminder to take precautions NOW for both Isaias and the remainder of hurricane season. In an article we published several months ago, the MCC highlighted that with COVID-19 also an ongoing threat, there are things you can do to protect your home and health:-Elevate critical items out of vulnerable areas-Bring in and strap down loose outdoor items-Know where your insurance documents are-Review coverages, both home and flood, for proper protection-Ensure you have an emergency kit, including water, flashlight and batteries The MCC has a Hurricane Center on our Downloads page for our members, where you can download many different hurricane preparedness guidelines. Upcoming Events: National Flood Conference Each year, Chair and Executive Director Joe Rossi speaks at the National Flood Conference. This conference is a gathering of industry experts and those that are interested in flood insurance to hear various topics in regards to the NFIP, flood mapping, the future of flood insurance and more. This year, the conference is free and online. These once a month webinars adds to the MCC portfolio of informing stakeholders about flood risk issues that matter. COVID-19 update: NFIP extends grace periods
NFIP to extend grace periods In light of the financial hardship policy holders may face in the coming months due to the COVID-19 crisis, the National Flood Insurance Program (NFIP) has extended the premium payment grace period from 30 to 120 days. Property owners with NFIP flood policies normally have a 30-day grace period after the policy expiration date to pay their premium in full and avoid a lapse in coverage. If a policy has an expiration date between February 13, 2020 and June 15, 2020, then the NFIP must receive the renewal premium within 120 days of the expiration date to avoid a lapse in coverage. Likewise, if a policyholder receives an underpayment notice dated between February 13, 2020, and June 15, 2020, then the NFIP must receive the additional premium amount requested within 120 days of the date of the notice. This extension will allow additional time for policyholders who may be struggling financially to pay their insurance premiums and prevent their policies from being cancelled for nonpayment of premium due to circumstances beyond their control. Today is giving Tuesday, a global day of giving held to raise awareness for charitable causes and amplify donor’s generosity. While many organizations are asking for your donations today, we ask you consider the Massachusetts Coastal Coalition as your nonprofit of choice to donate to. Not only is the MCC a 501c3 charitable organization, our efforts have a direct effect on helping to mitigate flood hazards and flood costs. In 2019 alone, the MCC was able to: -Increase Marshfield, MA Community Rating System (CRS) class to 7, giving everyone in the high risk flood zone a 15% discount on their NFIP flood insurance policy (effective October 2020). -Host the North Shore CRS Symposium which gave awareness to communities that attended the need for more CRS involvement. -Started the Know Flood Membership Program that allowed us to give membership to you, which has given our members access to better information. -Offer the Know Flood Suit of services, which has lead to low cost elevation certificates, zone determinations, and our new Know Flood Insurance Service Center to answer all your flood questions. Hurricane Dorian- Always Be Prepared
As Hurricane Dorian becomes a major hurricane in the Atlantic, we send our best to those in the South East. Dorian’s track is uncertain, but the latest forecast has Dorian curving away from Florida and impacting the Georgia and Carolina coasts.Impacts to New England are uncertain, but could mean tropical storm force winds and tropical downpours on Friday. Statement on Marshfield and Duxbury Updated Flood Maps
In the coming weeks, the Towns of Duxbury and Marshfield will receive updated Flood Maps resulting from their revision of FEMA’s controversial flood maps of 2016. This will happen in two phases: Phase 1: Duxbury will receive revised maps that will also include 39 properties in Marshfield located near Duxbury. All properties in the impacted areas will see either no change or a more beneficial flood zone and/or flood elevation. The changes for these properties will become effective 4 months after FEMA issues a Letter of Map Revision Document. Phase 2: In the next 60 days, Marshfield will receive from FEMA fully updated flood maps covering the entire town, followed by a 90 day public review/comment period. The flood maps will require approval at the Annual Town Meeting, possibly in April 2020 and become effective some time around then. More information to come. A place to have your flood insurance questions answered Have a question about flood insurance or your flood policy? You’ve come to the right place. The MCC knows the value of understanding flood insurance. Over the years, we have fielded thousands of inquiries about flood insurance and have come to realize there is no single place for stakeholders to get simple, straightforward answers to flood insurance questions. That’s why the MCC is proud to present our flood insurance service center, run by MCC flood expert Art McKinney. Art is a twenty year insurance veteran and has spent over five years working as a flood insurance marketing consultant. Art holds the Associate in National Flood Insurance (ANFI) designation and works with independent insurance agents all over the northeast helping them better understand flood insurance and service flood insurance products. Art joins the MCC as a flood underwriter to assist stakeholders with questions regarding flood insurance. The Dangers of Localized Flooding In our recent summer months, the state of Massachusetts and all of New England has been hit with severe downpours causing localized flooding. And while some may say that flooding cant happen to them, what we see is “Where it rains, it can flood”. While some of our communities recover, there has been some misinformation about flood insurance, coverages and the resources to be able to recover. FEMA is proposing that, in November, Coastal Barrier Resource Area (CBRA) information will be removed from FEMA flood maps. MCC Update: NFIP Extended
NFIP Extended Yesterday, the Senate passed S.1182, the “National Flood Insurance Program Extension Act of 2018,” by a vote of 86-13. The President then signed it into law, extending the NFIP to November 30th with NO reforms. The MCC will be working in the coming months to advocate for comprehensive reform, however due to the political climate, we do not expect meaningful reforms until early 2019. Major Flood Updates: Changes, Increases and More
Major Flood Updates In the next 2 weeks, there are several major updates in regards to the National Flood Insurance Program: Program Expiration on March 23rd The NFIP, once again, is set to expire at midnight on Friday, March 23rd. The NFIP continues to be tied to the Congressional Budget. If there is a government shutdown, the NFIP also shuts down. This will continue to be an issue as Congress intends to only pass short term extensions for the foreseeable future. Unlike past extensions, this will be our ONLY update until March 23rd. So please be vigilant. FEMA has issued guidance for insurance companies on how to handle writing new flood policies, policy renewals, and claims during a flood program expiration. The MCC has created consumer guidance for you as an insured to know what to do before, during and after a flood program expiration. Overall, our guidance outlines that: -If you have a flood policy renewing after March 23rd, and within the next few weeks, PAY IT NOW -If you are planning to close on a home after March 23rd, PAY FOR THE POLICY NOW. Recovering From March Nor’easter
NEXT STEP: RECOVERY As predicted, the March 2018 Nor’easter has caused extensive damage to many of our communities. From undermined homes, damaged seawalls, and flooded neighborhoods, our coastal areas have suffered damage unseen in many years. The most important step is a strong recovery. The MCC has some recommendations for you to recover. Read this BEFORE you start cleanup: –Take photos of what was lost BEFORE you clean up. -Contact your insurance agent right away- You have 60 days to file your proof of loss -If your building is substantially damaged, contact your community for assistance. -Decks are not covered under a flood policy. -If you have a home that was flooded, secure it! More storms are coming, and some items may be excluded if you allow water to continue to damage the building. -Disaster assistance is only available if we get a Presidential disaster declaration. -Remember: A loss within 10 days of each other are considered the same loss. Truly Severe Storm is Anticipated
The MCC cannot emphasize enough the severity of the impending storm. According to the National Weather Service: -This will be a top storm of all time -This storm does have the capability to destroy coastal property -The tide in this storm, between Friday at 11:20am and Friday at 11:49pm, is not expected to go out. A surge of up to 5 feet will keep the tide high even during low tide. -Swells of between 25’ and 35’ are expected -Wind gusts of up to 70mph are expected -Surge of at least 3-4ft in most areas TAKE ACTION NOW. In addition to protecting property, if you feel inclined to evacuate, do not wait for the tides to begin to roll in. Be Prepared for upcoming Nor’ Easter/Coastal Flooding The flooding of early January made us very aware that history can still be made by large flooding events. We also were made aware that a fast or slow moving storm can change the severity of an event. PLEASE BE AWARE: There is a nor’easter that will significantly impact our area for MULTIPLE tide cycles. The January storm was a one tide storm. The predicted storm for this weekend could be a 4 TIDE storm. Be prepared for: Significant coastal flooding (A base tide of over 11 feet with surge above that); Winds of potentially over 60mph; Start time is Thursday evening; Problem tides: Thursday, March 1st at 11:01pm; Friday March 2nd at 11:20am; Friday March 2nd at 11:49pm; Saturday, March 3rd at 12:09pm. BE PREPARED: There are things you can do now to prepare for this storm: Elevate contents out of basements (basements have limited coverage through the NFIP); Remove and or secure items from yards/landscape area to reduce damage and debris. PRESS RELEASE For Immediate Release Marshfield Citizens Coastal Coalition Rebrands to go National Marshfield and Massachusetts Coastal Coalitions combine and rebrand as the MCC After 6 years of amazing success, The Marshfield and Massachusetts Coastal Coalitions have combined and rebranded as the MCC. This acronym based name will broaden the Coalition to focus both locally and nationally. The change to MCC, which means both Marshfield and Massachusetts, will include the following changes: A new mission statement The mission of the MCC is to educate, advocate, and inform professionals and stakeholders regionally and nationally, on flood hazards. This will also include new goals, coming soon. A new website The new website, www.knowflood.org, will be live in the second quarter of 2018. DEVESTATING FLOODING On January 4th, 2018, areas of the South Shore of Massachusetts saw some of the worst flooding since 1978. A high tide at 12:30PM, plus a king tide (2 extra feet of tide) plus an additional 3 feet of surge made for a historic event. This event will show how our communities are vulnerable, but also resilient. In the 40 years since the blizzard of 1978, our local communities have worked hard to rebuild seawalls, elevate homes, and take the necessary precautions to prevent large events like this from becoming devastating. Update: Flood Program Extended 2 Weeks
NFIP EXTENDED FOR 2 WEEKS Yesterday, Congress extended the National Flood Insurance Program for 2 weeks until December 22nd, 2017. While this may temporarily relieve the urgency of a program lapse, we still urge you to be vigilant and follow these recommendations: If your flood insurance policy is due for renewal in the next 45 days, renew the policy as soon as possible If you are closing on a house after December 22nd, consider paying the flood policy now or move the closing before December 22nd Consult your insurance agent and lender for your own specific situation We will continue to keep you informed as we approach the next deadline. We are advocating Congress for a long term reauthorization of the NFIP.

CRITICAL UPDATE: NFIP Expires Tomorrow
MESSAGE ON POSSIBLE NFIP EXPIRATION At the end of the day on Friday, December 8th, the National Flood Insurance Program (NFIP) expires. The extension of the program is built into the Congressional Continuing Resolution, which has yet to be passed. If the Continuing Resolution is not passed by Friday night, December 8th, the NFIP will expire. This means no new policies can be written, existing policies can not be renewed on their renewal, no claims can be filed and it may become difficult to close on a home during this time. FEMA has also indicated they may not do a “look back” once the program becomes effective again, meaning forced place lender insurance may be required to cover the gap. We suggest several actions for you at this point: If you are closing in the next few weeks, and flood insurance is part of your closing, pay your flood insurance policy now (before the end of the day Friday) before the closing, with the effective date of the policy still being on the closing. If you are coming up for a renewal in the next few weeks, pay your premium now. If you do close on a home during this time without getting […]

Hazard Mitigation Public Meeting The Town of Marshfield will be having a public Hazard Mitigation Plan meeting on December 6th from 6pm to 8pm at the Ventress Library Program Room. This meeting will discuss the draft hazard mitigation plan, with discussion and comments. There will be a presentation about the town progress to date, including the results of the online survey. Hull Successful in Map Revision Due to a Letter of Map Revision (LOMR) submitted by the Town of Hull, flood maps for the town are changing. This change will be effective December 13th. If you are a resident of Hull, the LOMR will have one of three effects on you: No effect- you either remain in or out of the Special Flood Hazard Area (SFHA) You are removed from being in the SFHA Your flood elevation is lowered To find out how this LOMR will affect you, you can download the LOMR HERE (NOTE: this is a very large file) We will be participating in an informational meeting in Hull in the spring. ATTENTION MARSHFIELD, SCITUATE AND DUXBURY RESIDENTS Were you newly mapped into a flood zone in last years map revision? Have you purchased insurance yet? Not sure if you were newly mapped? NOVEMBER 3rd 2017 is the LAST day you can purchase the newly mapped flood insurance policy! If you were newly mapped from the “X” zone (not in a flood zone) then were moved into a flood zone in the November 2016 flood map change, this is important to you! If you do not buy a flood insurance policy by November 3rd, 2017, you will NOT be grandfathered. MCCC Statement on Hurricane Harvey
Our thoughts and prayers are with those deeply affected by Hurricane Harvey. As reports come in, we have seen an endless amount of destruction in the greater Houston area. Over 10 trillion gallons of rain have fallen, and early estimates put total damage around $40 Billion. We encourage our members to help in some way. For those individuals in the Houston area that need assistance, they should IMMEDIATELY call FEMA for an application to begin the disaster assistance process. That number is 1-800-621-3362. Many of our constituents have reached out concerned about the National Flood Insurance Programs (NFIP) future, and how Harvey may impact our particular area. Our concern over the coming weeks and months is the repeated talk about the insolvency and what the true need for a Federal insurance program is. The tragic events of Harvey reaffirm our goals to make the NFIP program affordable and sustainable. The NFIP is one of the nation’s greatest land use and insurance tools, and the MCCC will support a full reauthorization of the program. Senator Warren in Marshfield
SENATOR WARREN IN MARSHFIELD Senator Elizabeth Warren will be holding a town hall meeting in Marshfield this Thursday, August 24th at 5:30pm at Furnace Brook Middle School in Marshfield. Senator Warren is co-sponsoring the NFIP Safe Act, which is currently one of several proposed pieces of NFIP legislation. This legislation makes several positive changes to the program: Lowers maximum increase per policy from 18% annually to 10% annually Appropriates $1Billion towards grant programs to help fix problem buildings fund more accurate mapping of the entire country. Remember, the NFIP expires on September 30th! We do not expect the program to expire. Congress is discussing a short term extension of the program. We would encourage you to attend this town hall to continue the discussion of a fully reauthorized NFIP! UPCOMING MEETINGS August 29th: The Town of Marshfield will begin its Hazard Mitigation Plan with the first public information meeting at 6:00 PM at the Ventress Memorial Library’s New Program Room. The Hazard Mitigation Plan is vital to the community for hazard planning and Community Rating Service (CRS) credits.

CONFERENCE ROUND UP This past week, MCCC Chair Joe Rossi spoke in front of 200 flood experts and FEMA leadership on how we will achieve the FEMA goal of doubling the amount of flood policies (both NFIP and Private) by 2023. He addressed the MCCC policy holder survey and input from our associated stakeholders. Because of this, FEMA invited Joe to participate and work with FEMA in Washington, DC on a FEMA task force to understand how to improve the consumer experience with flood insurance. This is a great opportunity, especially for those policy holders that want and need change in the interaction with their flood product. UPCOMING MEETINGS August 15th: The Marshfield and Scituate Coastal Coalitions are having a flood insurance legislative update at 7:30pm at the Community Room at the Scituate Library on Branch Street. The update will follow a Scituate Selectman’s candidate forum from 6:30pm-7:30pm. August 29th: The Town of Marshfield will begin its Hazard Mitigation Plan with the first public information meeting at 6:00 PM at the Ventress Memorial Library’s New Program Room. Joe was asked to speak on how FEMA will achieve their goal of doubling the amount of flood insurance policies (both within the NFIP and in private programs) by 2023. The U.S. Senate has introduced the Cassidy-Gillibrand bill, and the U.S. House has introduced the 21st Century Flood Reform draft legislation. At our 5th year anniversary event tomorrow, we will be discussing both pieces of legislation. Town Meeting Monday April 24
TOWN MEETING TONIGHT Marshfield Town Meeting starts Monday, April 24th at 7:00pm at the Marshfield High School. This Town Meeting, we are focused on Article 16 of the Annual Town Meeting warrant. The article reads: “Will the Town vote to raise and appropriate or transfer the sum of $35,000 for an updated Hazard Mitigation Plan as required by FEMA, or take any other action relative thereto.” FEMA requires our community to have a Hazard Mitigation Plan in place to receive certain types of grant money, for example the Federal Mitigation Assistance grant and gives better credits to the Community Rating System program which helps reduce premiums. This plan is required to be updated every 5 years and takes roughly 2 years to update. Marshfield’s plan is due to expire in April of 2018

Below are several important updates: After the Map Approval: Letters from lenders This week, MCCC Chair Joe Rossi will have his monthly column in the Marshfield Mariner. The column covers the need to pay attention to the letters from your lender requiring flood coverage if you are newly mapped. Those that receive these letters requiring flood coverage have 45 days to purchase NFIP flood insurance, or your lender will force place insurance on you. It is highly recommended that you purchase a NFIP policy before you are forced placed. In many cases, the forced placed insurance is a private policy and can be many times more expensive than a NFIP policy. Because there are no federal regulations yet on private forced placed flood insurance and how it should interact with the NFIP insurance, you may not be able to purchase a NFIP policy then cancel the forced placed policy. This could create a hardship for the policy term. It’s important to understand that forced placed insurance is obtained by the lender in the interest of the lender and not the homeowner. NFIP Newly mapped policies start at under $200. This policy is not available to those that become forced placed […]
Marshfield Flood Maps Adopted!
On Monday, October 24th, 2016, Marshfield Town Meeting voted in favor of the flood insurance rate maps (FIRMs), adopting them. As a reminder, the effective date of the new FIRMs is November 4th. This is the date most insurance decisions should be made by. We are here to help if needed! This is only the beginning of a busy year. We will now be following the appeal the Town of Marshfield, Scituate and Duxbury is filing on the FIRMs. The National Flood Insurance Program will also be re-authorized in 2017, and we will be active in the legislative process. MAP ADOPTION: Town meeting MONDAY! Monday, October 24th is Marshfield Special Town Meeting at 7:00pm at Marshfield High School. This is the meeting in which the Marshfield flood maps will be voted on (Article 5). The Marshfield Citizens Coastal Coalition has voted unanimously in support of a YES vote in favor of adopting the Flood Insurance Rate Maps We have outlined below what a YES or NO vote means on the flood map adoption, which is Article 5 at Special Town Meeting: A YES VOTE: National Flood Insurance Program (NFIP) Flood Insurance would continue to be available (available since 1974 in Marshfield) The consultants Marshfield has hired to review the flood maps will be able to continue their work and further refine the maps Lenders will be able to continue to lend and make loans in flood hazard areas A NO VOTE: Property owners will be unable to purchase NFIP flood insurance policies and existing policies will be non-renewed (loss of grandfathering, loss of pre-FIRM rates, etc.) Federal disaster assistance will not be available to buildings damaged by floods that are located in a flood hazard area Federally insured or regulated lenders, such as banks and […]

Below is a reminder of important dates for the Flood Insurance Rate Map adoption: OCTOBER 19th: Scituate Special Town Meeting, Scituate High School Gymnasium at 7:00PM. The town meeting where citizens will be asked to adopt the Flood Insurance Rate Maps for the Town of Scituate. In Scituate, this reuqires a majority vote to pass. OCTOBER 24th: Marshfield Special Town Meeting, Marshfield High School Auditorium at 7:00PM. The town meeting where citizens will be asked to adopt the Flood Insurance Rate Maps for the Town of Marshfield. In Marshfield, this requires a 2/3 vote to pass. NOVEMBER 4th : The FIRM effective date. The date most flood insurance related decisions must be made by. In this past weeks Marshfield Mariner, our monthly column outlined some items to keep in mind on these important dates and meetings: For those newly mapped into a special flood hazard area (the V or A zone) for the first time under the new FIRMs, a Preferred Risk Policy (PRP) should be purchased before the November 4th map effective date. TIMELINE AND MEETING UPDATE Below is an updated timeline developed by the Marshfield Citizens Coastal Coalition. This includes all meeting dates and insurance deadlines. These are all important dates, and encourage everyone to attend the meetings and pay attention to their own individual situations. SEPTEMBER 29th: Selectmen informational meeting with the Woods Hole Group, on the Letter of Map Revision process. The meeting will be at 7 p.m. on Thursday, Sept. 29 at Furnace Brook Middle School. OCTOBER 24th : The date of Marshfield Special Town Meeting. This meeting will be where the town citizens will be asked to adopt the FIRMs by a vote of 2/3. A yes vote will adopt the new FIRMs. A no vote would reject the new FIRMs NOVEMBER 4th : The date most flood insurance related decisions must be made by. NOTE: Flood Insurance, unless done for a loan closing or a rollover, has a 30 day waiting period to go into effect. Flood insurance policies will be considered grandfathered as long as the INSURANCE COMPANY acknowledges receipt of payment as of 11:59PM November 3rd. Marshfield Coastal Coalition UPDATE We want to thank the over 100 people that attended our mapping and insurance outreach on August 18th. We had land surveyors, insurance experts, and Representative Jim Cantwell all in attendance to help guide residence in both mapping and insurance issues. Our insurance presentation was comprehensive in content and there was a lot to take in. Once again, the Marshfield Citizens Coastal Coalition (MCCC) would like to thank those who attended and supported our Flood Insurance Summit this past April. Based on attendance, discussion with attendees and the attendee evaluations, the Flood Insurance Summit was an overwhelming success, with over 400 attendees spanning two days and CE credits offered for insurance agents. The NFIP, in its current state, is a very complicated program and all insurance professionals (insurance and real estate agents, brokers, underwriters, etc.) need a better understanding of the rules in order to know how to assist their clients. Collectively, we all need to work together to improve the program as we develop our message for the NFIP reform. The attendance of homeowners, professionals and leaders in each stakeholder industry provided a great environment for an in depth discussion on many levels of the NFIP and flood insurance. We intend to have many follow up discussions over the course of this year on the items that were discussed. Map Viewing Opportunities
Below are two important dates for map viewings: This coming Thursday night: December 3rd at Furnace Brook School in Marshfield (500 Furnace Street, Marshfield.) 5 PM to 9PM The Town of Marshfield is hosting a flood map viewing. Citizens can come and view the FIRMs from 5PM to 9 PM. In addition at 7PM there will be a presentation about these new maps by Leslie Fields from the Woods Hole Group, which is the consultant who submitted one of the two appeals for the 2013 proposed flood maps. Second Meeting: January 7th, St. Anns Parish Hall (591 Ocean St, Marshfield, MA 02050) The Marshfield Citizens Coastal Coalition will be holding a map viewing and flood insurance presentation. We have divided the presentations into two segments to accommodate the flow of people: 5:00-6:30pm– Presentation 1: Rexhame, Kent Park, Webster St. area, Marshfield Center 7:00-8:30pm– Presentation 2: Green Harbor, Brant Rock, all other areas of Marshfield, non-Marshfield residents (Snow date of January 21st) We will have professionals available to review the maps, help find your flood zone, and information on insurance.
Mapping Statement on New FIRMs
Marshfield Coastal Coalition Update: On November 6th, 2015, new FIRMs (flood Insurance Rate Maps) were issued for Marshfield, Scituate and Duxbury. These maps are the result of the work of the consultants hired by the three towns to improve accuracy of the maps. Currently, there are several ways to view the new FIRMs. Through FEMA websites, the Town of Marshfield website, and the MCCC website. We have a page dedicated to the new FIRMs on our website with a direct link on our website homepage. Marshfield GIS: http://www.mapsonline.net/ peopleforms/mo4/index.php? site_id=1474 MCCC PDF Maps: http://www. marshfieldcoastalcoalition. org/?page_id=119 In the coming weeks, there will be meetings by the Town of Marshfield about the maps, followed in January with a flood map reading by the Marshfield Citizens Coastal Coalition. Please pay attention as there will be a lot of information to come. While we are in a 30 day comment period, this does not affect the availability of low rate policies for those entering the flood zone for the first time. The Preferred Risk Policy for those structures can be purchased up until the FIRM effective date, which right now is estimated to be in June/July 2016.

MCCC Presenting in Hull The Marshfield Citizens Coastal Coalition will be part of a flood presentation to the Town of Hull this Monday. Just a reminder that the HRA will be conducting a Flood Seminar next Monday night August 24th at the Hull High School second floor exhibition room starting at 7:00PM and ending at 9:30. This meeting will be very informative and will include presentations from Anne Herbst of the Conservation Commission, Bartley Kelly of the building department and the Marshfield Coastal Coalition which has been very active in flood insurance related issues on the south shore and throughout the state. Statement on Mapping
What Happened: There was one Flood Insurance Rate Map (FIRM) appeal and one additional sets of data submitted by the Towns of Marshfield and Scituate that FEMA recognized. The appeal was discussed by the Scientific Review Panel (SRP). This panel had a total of 5 members from the scientific community. These members were picked from all across the country with specific knowledge of coastal science. Four of these scientist represented Marshfield and Scituate, and one represented FEMA. The SRP was charged with discussing and validating the data in the appeals as valid according to FEMA guidelines The Results: The Ransom Consulting appeal focused on wave height and wave period used to compute the wave setup on the FIRMs. This appeal was denied based on the fact that the arguments and data did not satisfy the NFIP mapping standards. This was a unanimous decision by all the members of the SRP. The additional data submitted by the Woods Hole Group was considered and accepted as valuable to the mapping process. MCCC Update 6/4/2015
Below is MCCC Chair Joe Rossi’s latest Coastal Connection column detailing ongoing items with the MCCC. Mentioned in the article is NFIP head Brad Kieserman, who recently announced he is leaving the NFIP for the private sector. This is a large loss, as he gave a riveting speech at the recent National Flood Conference and was instrumental in reforming the NFIP. A quick Map update. We should hear something about proposed maps within the next 2 months. The MCCC is working on how this information will be presented, and a timeline will follow over the summer. The Marshfield Citizens Coastal Coalitions is fresh off our latest national effort, returning from the 2015 Property Casualty Insurers Official National Flood Insurance Conference. This conference has, once again, shown Marshfield as leaders in national flood issues. On the first day of the two-day conference, the conference started with a round table discussion with bankers, insurers, and FEMA leaders on discussing the status of the National Flood Insurance Program (NFIP). APRIL 1st CHANGES TO THE NFIP
Today, April 1st, brings a series of new changes to the NFIP that WILL affect you. Below is a simplified summary of the changes: –Newly mapped in structure procedure Structures entering the Special Flood Hazard Area (SFHA) for the first time will be added through a new procedure. Before entering the SFHA, you will be grandfathered if you purchase the Preferred Risk Policy. Technically, you will have one year from the new maps effective date to obtain a PRP, but to simplify this process, we are suggesting that homeowners buy the PRP BEFORE you enter the special flood hazard are for the first time. The new maps for Marshfield, which are still under appeal, have no definite release date at this point. –New deductible A $10,000 deductable is now available, giving a significant reduction to premiums. However, remember that a $10,000 deductable will also apply to the contents as well. –Premium Increases Premiums will now no longer be able to go up more than 18% a year, excluding surcharges and fees. Premiums for pre-FIRM second homes, severe repetitive loss, and substantially improved properties will be capped at 25% excluding surcharges and fees -Surcharges and Fees […]
Recap of National Flood Tour
We are back! From March 18th to March 24th, Chair of the MCCC Joe Rossi was on a national flood tour to spread the word of what we are doing in Marshfield for flood, and learn what is going on in the rest of the country and in the industry. We met with Caitlin Berni of CSFI in New Orleans and attended the NFDA conference in Phoenix Arizona. Here is what came out of each meeting: Meeting with CSFI: Meeting with Caitlin Berni was a very informative meeting. After discussing each region and our own individual issues, we learned that overall, each region of the country is struggling with similar issues. Our concerns revolved around the new surcharges of $250 on second home flood policies starting with renewals after April 1st. Our focus was on how we make flood affordable and influence the 2017 NFIP reauthorization. What we learned is that Marshfield is clearly ahead of the game when it comes to flood reform. Talks to have Caitlin up to Marshfield had already begun, however she pledged to come to Marshfield later in 2015 to further discuss the national issues with flood, and report on 2017 reform efforts. GOING NATIONAL
Chair Joe Rossi has begun a short national flood tour. Due to the need to network and understand the issues at a national level, the Marshfield Citizens Coastal Coalition will be representing Marshfield and Massachusetts at several national flood meetings this week. Friday March 20th: On Friday, Joe will be meeting with the director of national coalition, CSFI, Caitlin Berni, in New Orleans. The meeting will be centered around ideas and our focus as we head to 2017, and also some unique issues facing each region of the country. Sunday March 22nd: Following the meeting with CSFI, Joe will be attending the National Flood Zone Determination Association annual meeting in Scottsdale, Arizona. This meeting will be one of the most important flood meetings of the year. At this meeting there will be Washington level members of FEMA, the chair of FEMA’s Technical Mapping Advisory Council, several bank regulators, and national leaders in local and federal flood policy. When we return from the trip, we will be bringing back a wealth of flood knowledge and expanding our ever-growing network. Emergency Orders of Replacement NOW IN EFFECT
Starting on January 27th, and through February 27th, the Massachusetts Department of Environmental Protection (Mass DEP) has issued an Emergency Declaration for the entire state of Massachusetts. This allows certain items to be done without standard permitting AS LONG as you provide written notification to the Marshfield Conservation Commission and the DEP Regional Office before, February 2, 2015. Per the Declaration: “the written notification provides a detailed description of the post-storm activities performed or to be performed and certifies that the post-storm activities are limited to those necessary to restore conditions existing on January 26, 2015 and are necessary to protect public health or safety from damage caused by the January 2015 Blizzard on January 27, 2015 and the post-storm activities are completed by February 27, 2015” Here is the list of items that can be performed under this emergency declaration: Removal of objects and debris Removal of objects and debris blocking culverts, bridges, streams, or river channels Repair, stabilizing, and shoring up, but not expansion, of any building, foundation or other structure where the work is limited to the footprint of the structure that existed on January 26, 2015 and the cost of restoring the building […]

With winter storm Juno leaving, much as we had predicted, many have not seen flooding or damage associated with a storm like this since the “No Name” storm of 1991. This storm caused several total structure losses and much more damage along the coast. At this time, the Marshfield Citizens Coastal Coalition would like to take a second to review storm history and losses as it pertains to the National Flood Insurance Program, since many who have received damage may be considering filing a flood loss claim. The following definitions classify your structure in two categories: Repetitive loss and Severe Repetitive Loss in relation to flood losses: Repetitive Loss: You have had 2 claims in 10 years over $1000 OR one loss exceeding 50% of the value of the structure since 1978 Severe Repetitive Loss: 4 losses of $5000 or more in 10 years OR 2 or more claims equaling or exceeding the value of the structure since 1978 If you are asking yourself if you should file a claim, that is 100% up to you as a homeowner. As many of you know, starting Monday night we will be facing what could be a 1 in 50 year storm. This is significant, as we have not seen a coastal storm this size since the storms of 1991 and 1992. In comparison, Nemo, the blizzard of 2013 was roughly a 1 in 25 year storm. Please be safe. Listen to bulletins issued by local authorities. Town of Marshfield Elevation Grant Meeting
Marshfield is applying for elevation grants. These will be available for MOSTLY severe repetitive and repetitive loss properties, and we need interest from these types of properties to be the most competitive. What makes you a repetitive or severe repetitive loss? As we move into 2015, the Marshfield Citizens Coastal Coalition (MCCC) would like to THANK everyone for their support in 2014. We will need even more in 2015, because we are a long way from being done! Below are CRTICAL updates as we go into 2015 BREAKING Earlier this year congress passed the Homeowners Flood Insurance Affordability Act (HFIAA). This act limited the annual allowable rate increase for any policy at 18%. While still high, the annual rate increase allowed under the Biggert-Waters Act were as high as 25% for many. However in a bulletin released by FEMA in October of this year, FEMA has interpreted the HFIAA to allow surcharges and Federal Policy Fees to go above and beyond the annual cap of 18%. Here are some examples: VE zones will go up 13% a year AE zones will go up 23% a year Pre-FIRM second homes will go up 37% a year These increases are much higher than expected, and unsustainable for many. While still high, the annual rate increase allowed under the Biggert-Waters Act were as high as 25% for many. However, in a bulletin released by FEMA in October of this year, FEMA has interpreted the HFIAA to allow surcharges and Federal Policy Fees to go above and beyond the annual cap of 18%. NEW WEBSITE After much anticipation, we are happy to unveil the NEW and improved Marshfield Citizens Coastal Coalition website! This website offers several new great features: -Better compatibility over different browsers and devices -Easier to use and follow -More content in an easier to read format -More user interaction We are proud to unveil this site because YOU made it happen! This website was only possible by donations by users like you! Now that we have a new platform, we continue to need your donations in order to purchase software that will allow homeowners to quote their own flood policies on their own, an online cloud and conference interface so you can attend meetings online, and more! Flood update The NFIP continues to unveil a timeline for the HFIAA. New rate tables will be coming out in April of 2015. We unfortunately found out that X zone rates will be increasing 10% a year, rather then the anticipated 2%. For these reasons, we are taking a lead in developing how the 2017 piece of legislation that will replace Biggert-Waters and the HFIAA will look. What: Marshfield Citizens Coastal Coalition open house Where: Parish Hall, 591 Ocean St, Marshfield When: 7:00pm Details: We are expanding our Executive Board membership, and kicking the membership drive and educational summer series off with an open house on July 10th at Saint Anns Parish Hall, 591 Ocean St, Marshfield at 7:00pm. This will give everyone an opportunity to see our summer schedule, meet the current Executive Board, get info on flood issues, find out how to become a member, all while enjoying some refreshments. There is still a lot of work to do and knowledge to learn, so please come down to Saint Anns on July 10th to get to know us and flood issues. Many people think that the flood issue is “all set”, but there is SO MUCH MORE TO DO AND LEARN! Become a member: As mentioned above, we are expanding our Executive Board. Welcome to an update from the Marshfield Citizens Coastal Coalition On May 1st, FEMA started implementing the first part of the Homeowners Flood Insurance Affordability Act (HFIAA) The first part implemented will be to reimburse pre-FIRM homeowners who lost their subsidy due to the purchase or sale of a structure, purchase of a new policy, or laps of a policy. We have a memo on our website that outlines this. The link is below: http://www.marshfieldcoastalcoalition.org/Marshfield_Citizens_Coastal_Coalition/Legislative_Downloads.html In regards to the rest of the law, after discussion with NFIP, it will take about another month for the law to be legally interpreted. There is also word that new rate tables could take 8 months to create. We are still waiting for these issues to settle out. In regards to grandfathering, there is new information that we will be focusing heavily on going forward. For structures that are going to be added to the flood maps for the first time, the new law says that, upon the flood maps going active, those structures will be required to carry flood insurance at the Preferred Risk Policy (PRP) rate, which is very low. Welcome to another update from the Marshfield Citizens Coastal Coalition While it has been a while since we have sent an update out, we have been working behind the scenes and now have a lot of information to share. Most importantly, Special Town Meeting and Annual Town Meeting is this Monday, April 28th, at Furnace Brook Middle School auditorium at 7:00pm. We have one article that we are strongly encouraging support for. Article 16 of Annual Town Meeting allows houses to be raised higher than they currently can be. Right now, the max height of a structure (35 feet) is based off of measurement from the ground. Article 16 allows that measurement to be from the height of the Base Flood Elevation (BFE). This is critical for people raising the houses. We also urge the support of Article 12 of Annual Town Meeting. From the town warrant: The town has applied for a grant as part of the state Coastal Community Resiliency Grant Program to evaluate alternatives, such as providing beach nourishment, conducting jetty repair, constructing off shore structures or other measures for the purpose of reducing impact from coastal storms, to reduce erosion, flooding, and storm damage to property […]
